<p dmcf-pid="otByGIdrih" dmcf-ptype="general">(서울=뉴스1) 김영신 기자 = 금융당국이 보험사들을 독려해 4월 초 야심 차게 내놓은 유병자 실손의료보험이 보험사와 소비자 양쪽에서 모두 실효성 의문을 받고 있다. 기존 실손보험은 질병·치료 이력이 있는 유병자의 가입이 어려웠지만, 유병자 실손보험은 이들을 위해 가입 문턱을 대폭 낮춘 상품이다. </p>
<p dmcf-pid="oyQbKKFeNR" dmcf-ptype="general">보험사들은 손해율에, 가입 대상인 유병자들은 비싼 보험료에 부담을 느낀다. 보험업계 안팎에선 정부의 생색내기용 상품에 그치다 사라질 수 있다는 지적이 벌써 나온다.</p>
<p dmcf-pid="obJQSu1mRM" dmcf-ptype="general">1일 손해보험협회에 따르면 7개 손해보험사가 지난달 2일 출시한 유병자 실손보험은 4월 한 달간 4만775건 팔렸다. 보험연구원에 따르면 지난해 기준으로 실손보험 가입 비율은 77.8%다. 기존 실손보험에 가입하지 못했던 이들이 한 달 동안 4만여명이 가입한 것이다.</p>
<p dmcf-pid="oNijdwy6L4" dmcf-ptype="general">유병자 실손보험은 최근 2년간 치료 이력만 심사하고, 가입 심사 대상을 기본 6개로 줄였다. 약을 먹는 정도로 관리할 수 있는 만성 경증 질환자나 과거 병력은 있지만, 지금은 완치된 사람들도 가입할 수 있다. 5년간의 이력을 심사하는 중대 질병은 암 한 가지뿐이고, 고혈압 등 경증 만성질환자도 가입할 수 있다.</p>
<p dmcf-pid="ocGo7ZF8DK" dmcf-ptype="general">문제는 비싼 보험료다. 보험개발원에 따르면 유병력자 실손보험의 월 보험료는 50세 남성 3만4230원, 여성 4만8920원이다. 일반 실손보험보다 남성은 1.68배, 여성은 1.66배 비싸다. 60세 이상으로 가면 남성은 월 5만5010원, 여성은 7만306원으로 훨씬 비싸진다.</p>

<p dmcf-pid="oZmb5E8nw9" dmcf-ptype="general">유병자 실손보험의 본인부담률은 30%다. 의료비 100만원 중 30만원은 본인이 내야 한다는 뜻이다. 무분별한 보험금 청구에 따른 보험료 상승을 막는다는 취지로 입원 1회당 최소 10만원, 통원·외래 진료 1회당 최소 2만원을 부담해야 한다. 보험 이용 내용에 따라 갱신 때 보험료가 더 올라간다는 점을 고려하면 보험료 부담은 더욱 커진다.</p>
<p dmcf-pid="oj0uytso0S" dmcf-ptype="general">소비자 입장에선 가격도 비싼데 본인 부담률도 꽤 높아서 기존 실손보험보다 '본전'이 훨씬 안 나온다고 체감할 수 있다. 금융소비자원은 "유병자 실손보험은 주 가입층인 노령층은 근로소득이 없거나 적어서 보험료를 낼 여력이 적다는 점을 간과했다"며 "금융위가 추진했다가 실패로 전락한 노후 실손보험의 재탕"이라고 비판한다. 돈 있는 유병자들만을 위한 상품이라는 냉소도 소비자들 사이에서 나온다.</p>
<p dmcf-pid="oHUtzryuTJ" dmcf-ptype="general">보험업계 역시 유병자 실손보험을 취급하기가 만만치 않다. 일반 실손보험 손해율이 100%를 넘어 이미 적자인 상황이다. 실손보험을 팔면 팔수록 손해다. 국민건강보험 강화(문재인 케어) 정책 추진에 따라 보험료를 올리지 말라는 정부의 압박이 거센 데다, 유병자 실손보험까지 반강제적으로 출시했다.</p>
<p dmcf-pid="oyWRtTBmZW" dmcf-ptype="general">보험업계에서는 통계가 3년 이상 쌓여야 손해율을 반영한 적정 보험료를 책정할 수 있다고 본다. 그런데 유병자 실손보험은 이제 갓 나와서 통계도 부족한 실정이다. 업계 관계자는 "일반 실손보험도 적자에 보험료도 못 올리는데 통계도 부족한 유병자 실손보험 부담까지 전가하고 있다"고 정부를 비판했다.</p>
<p dmcf-pid="o6my4v94ca" dmcf-ptype="general">금융위 관계자는 "유병자 실손보험이 나온 지 한 달 밖에 되지 않아 좀 더 지켜봐야 한다"며 "지금 단계에서 성공·실패를 말하기엔 이르다"고 말했다. 현재 삼성화재·현대해상·DB손보·KB손보·메리츠화재·한화손보·흥국화재 등 7개 손보사가 유병자 실손보험을 판매하고 있고, 추가로 판매에 합류한 보험사는 아직 없다.</p>
